Low Voltage Installations Ordinance (NIV)
The revised Low Voltage Installations Ordinance was enacted by the Federal Council on January 1, 2002
With various other standards, it forms the legal basis for the execution and testing of electrical installations.

Swiss safety certificate for electrical installations (SiNa)
New buildings and conversions:
If electrical installations are newly created, modified or repaired, they must then be tested.
Periodic inspections:
In the case of existing electrical installations, the grid operators shall ask the owners to submit proof of safety at appropriate intervals, depending on the type and use of the installation.
Proof of safety:
Safety must be confirmed with the safety certificate and any measurement and test report from the grid operator.
The safety certificate is a declaration of conformity and a confirmation that the electrical installations comply with the recognized rules of technology and therefore pose no danger to persons or property.

Employers are obliged to maintain, test and document electrical equipment in a proper condition in accordance with the following legal requirements:

- Federal Law on Accident Insurance (UVG) 832.20
- Ordinance on the Prevention of Accidents and Occupational Diseases (VUV) 832.30

The inspection interval is specified in accordance with Elektrosuisse Info 3024c:

Photovoltaic systems
A photovoltaic system, also known as a PV system (or PVA), is a solar power system in which solar cells are used to convert part of the sun's rays into electrical energy. The direct current generated is converted by an inverter and fed into the grid. A larger solar power system is a solar power plant.
Inadequately installed and maintained photovoltaic installations unfortunately harbor risks that should not be underestimated regarding
electric shock and fire!
In the interests of personal protection, fire prevention and operational safety, WiKo
carries out the relevant inspection work based on the rules of technology and the training courses of Swissolar, the VSEK (Association of Swiss Electrical Inspectors).
WiKo Wiedmer Elektro-Kontrollen GmbH is registered as an officially authorized inspection body in the VSEK database for PVA inspections.
Which control for which system
Final inspection of the PV system
- Every newly installed PV system that was installed in accordance with general installation permit NIV Art. 9 or Art. 14 must be fully inspected in accordance with NIV Art. 24.
Independent acceptance inspections of the PV system
- PV systems that are installed on properties with inspection periods of less than 20 years require an acceptance inspection by an independent inspection body in accordance with NIV Art. 35.
Inspection by ESTI
- In the case of PV systems subject to mandatory submission, the ESTI checks after completion whether the system has been installed in accordance with the regulations. This is based on the notification of completion in accordance with Art. 12 VPeA and the SINA for the DC and AC sections.
PV systems subject to planning submission are: single-phase > 3 kVA; multi-phase >10 kV.
Regulation for KEV systems
- Swissgrid requires certification of system data for the energy generation system.
For systems with outputs up to 30 kVA, the energy supplying plant can issue the certification.
For systems with outputs greater than 30 kVA, an accredited auditor must issue the certification.
